Best way to replace swinging doors

I live in an older condo complex. Many of our steel front doors are rusting and need replacement. My location is Boca Raton, FL. All of our doors open swinging in. Can we replace just the door (slab) and continue to have doors that swing in or do we have to take out the door and frame because of local laws for Palm Beach County, FL?

We have 292 units and it just seems like if the steel door is bad and the wood frame is good, we would be able to just hang a new door. Am I correct or does each door and frame need to be ripped out to put in a door that swings out? This would be too costly for us.
