Inexpensive ways to finish basement

I have unfinished basement, large at 1500 sf. My house was built in 2007, new constuction my its builders. Trying to make it space for kids but inexpensive. Looking for any inexpensive ways to make basement looking better.
I am going to do epoxy on floor to make it look good and paint all metal, I beams and wood cieling. My walls came with insulation and covered in a plastic wall wrap. Any ideas on what I can put over this to make a wall? Can I place paneling right over this wall wrap or is my only option to frame out a wall with lumbar?
