Who would I call to explore possible alternatives to too narrow and too steep basement steps? I'm not sure what is possible or feasible.

The *IBC or most codes says the following:
All stairways shall be built of materials consistent with the types permitted for
the type of construction of the building, except that wood handrails shall be permitted for all types of construction.
Stair riser heights shall be 7 inches maximum and 4 inches minimum this two can vary in your area. Stair tread depths shall be 11 inches minimum.
Chapter 10 of the IBC is titled "Means of Egress" and covers the standards for stairways in two separate sections.
