I was wondering what is the proper way to remove an unpermitted addition? The addition was built under a preexisting deck. It has electrical and plumbing (kitchen). What do you do with the plumbing after the addition is torn down? Specifically the sink drain running under the slab foundation? Can you cap it and pour concrete over it? I want to keep the foundation as a back patio, is there any reason that's not a good idea?

Yes, start in your house and make all your disconnections, the waste lines and water supply lines can be cut and capped off. I strongly suggest you disconnect your water supply first. Safe off your electric from the panel and trace the wires. After that is done, and only after that is done you can start tarring out your walls. Any lines running under the slab will now be abandoned after you cut and cap, make sure that you don't get methane gas build up in that pipe, it wont be a pretty site if it builds up with gasses. Make sure that it is done properly, I've seen my share of disasters with homeowners doing their own work.
