Add an exterior door to my basement

I would like to add an exterior door to my basement, then get a new certificate of occupancy for my single house in virginia.
Can I change the occupancy number for my single house, making my basement independent with adding an external door, adding rooms, etc.
I know I have to get permits first.
How can I find the right way to do this project ?
The main purpose is to rent the basement, that is why I would like to make it independent and change the certificate of occupancy.
Is it possible to make these changes in my house or not?
