The door leading from my kitchen out to the patio gets extremely cold during the winter mo nths, which makes the tile floor cold in the kitchen as well.

It is better to simply purchase a new exterior door, the one we have is wood, or should I cover the existing door with cork, or another material, to create an insulating layer?

Debbie, you might want to try checking around the frame from draughts first. I had an ill-fitting exterior door that I planned to replace too, but I tried adding foam insulating tape around the edges first. What a difference it made! It's definitely worth a shot first of all since it's cheap and may save you the expense of a complete replacement. Just make sure you get the tape that's broad and deep enough to fill any gaps in your frame. It comes in many different sizes.
