Landscape Work

I just had my backyard landscaped and the company that I used did a really bad job. The sealer that they put on my flagstone around my pool deck started peeling off within a month of the job being completed.

Now I am being told that he cannot reseal it until September because it is to hot and the sealer will not properly adhere to the flagstone. Is this correct?

Also I would like to know if you have to be properly licensed and or bonded in the state of Arizona to do this type of work like lay pavers, flagstone, tile ect.

Would I have any right to try to get my money back?

It is not too hot and the sealer will adhere just fine if put on in at least 3 coats possibly 4 And no you do not need a permit to put in pavers.
