Which is preferred, removing tree stumps or grinding them below prep grade?

We will be cutting 20 blue spruce trees. Max diameter of about 18", to make space to expand a church parking lot.

Would it be wiser to get a dozer in and pop the stumps out, or rent a grinder and take these stumps down below the grade of where the prep would end?

Removing the stumps will leave a huge crater and result in a soft spot even after it is compacted down, grinding the stumps below grade then drilling a 1" hole to pour stump rot will create the same scenario over time. In my opinion I would remove the stumps, then add 3/4" gravel about 12" then back fill, then tamper, then your R/C then your asphalt...this will help on settling in those areas.
