Pool contractor did horrible job

Pool contractor did a horrible job on my pool and left it worse then when he began the project. I made a complaint against him to the state licence board. He has now contacted me (after several calls and text messages asking him to come back). I do not want him touching my pool anymore. Would that go against me to the board and bond? Can I decline for him to come back? I still need my pool fixed.
I have a few quotes from new contractors so they can fix it. I just do not trust the original contractor to actually do the work correctly.
Any advice?
