Mr. Enrique Salazar, Owner of Platinum Coastal Construction LLC, did an re-roof 2/14/15/2023 on my manufactured home. I paid $6,000 per contract amount. Did not receive a warranty. At the time of my re-roof Mr. Salazar did not have Workmen’s Comp. coverage on his employees and did not have an Occupational Tax Permit to work In Lincoln City, OR.
On a walk around my home, I saw problems with my roof. I had a roof inspection done and let Mr. Salazar know what needed to be repaired. Mr. Salazar said he did a good job, and I could take him to court.
Filed a Breach of Contract Complaint with Oregon CCB on 02/27/2023 sending them the roof inspection I had done and what repairs were needed and that I also had not received a warranty.
Oregon CCB Mediator, Mr. Richard Stritzke met with Mr. Salazar and I on June 7, 2023. Mr. Salazar was supposed to hire his own Roof Inspector to find out what would be needed to fix my roof. Mr. Salazar never hired the roof inspector.
Received notice 6/30/2023 from McKenna Long, Oregon CCB Disputes Analyst attempt to resolve this incident did not result in a settlement.
The Oregon CCB did take Disciplinary Actions against Mr. Salazar's CCB License. You can find those actions by going to the Oregon CCB website and putting in Platinum Coastal Construction to see what they are. You can on Oregon CCB website and put in his name to see what they put against his license. There is not room to put them on here.
I have asked Mr. Salazar to send me a check for the $6,000 but he refuses to do so. Says he knows what the Oregon Building Codes are in Oregon and he didn’t do anything wrong.
Oregon BCD states as follows: Manufactured Dwellings 918-500-0580 Item 10 A & B. Reroofing must conform to the following. A. Existing roofing material & underlayment must be removed prior to installing new roofing material B. Damaged or defective rafters, trusses or sheathing must be repaired prior to installing new roofing material.
Again, I have contacted Mr. Salazar via email, phone messages, certified mail, his website, website nextdoor asking for a refund of my $6,000. Also refused to co-operate with Oregon CCB Mediation held at my home on 6/7/2023.
My next step will be to take Mr. Salazar to Small Claims Court.
